Small Business Program Overview

The Office of Business Development supports METRO's mission and SB/DBE Small Business/Disadvantaged Business Enterprise Policy goals by promoting equal opportunity and nondiscrimination in all of its procurement matters in accordance with state and federal laws.  This office provides SB/DBE training, outreach activities, Program Eligible Contract SB goal monitoring, and all applicable SB/DBE reporting. 

The METRO SB/DBE Program operates in a race and gender neutral manner and is designed to include all segments of the region’s business community and is open to participation without regard to race, color, sex, religion, national or ethnic origin, age or disability.  METRO’s SB/DBE Program applies to certain eligible contracts (federally and locally funded).  It is a goal-oriented program, requiring contractors who receive contracts from METRO to use Good-Faith Efforts to utilize certified SB/DBE firms.

How to Do Business with METRO

Being SB or DBE certified is not required to do business with METRO, but only SB/DBE certified firms will count towards METRO’s Annual SB/DBE Participation Goals.  METRO highly encourages SB/DBE participation at all applicable Pre-Bid Conferences.  Be sure to register for automatic e-mail notifications of new solicitations, updates and contract awards for user-selected commodities.

  1. Register for automatic e-mail notifications of new solicitations, updates and contract awards for user-selected commodities.
  2. Visit Plan Rooms.
    • METRO, 1900 Main St., Suite 2021.
    • Other plan room locations, call 713-739-4881.
    • Look in the Houston Chronicle and community newspapers each week.
  3. Check the METRO Web site for upcoming bids/proposals.
  4. Pick up a bid/proposal package.
  5. Attend METRO's pre-bid/pre-proposal conferences.
  6. Complete bid forms as instructed. Include all requested documents and signatures.
  7. Do a great job!
